SWRJCF Release Paths

Southwestern Regional Jail and Correctional Facility is the main physical custody site for many adults booked on Logan County charges. It is not a county-owned jail. The West Virginia Division of Corrections and Rehabilitation operates the regional facility, so WVDCR generally holds the admission, movement, and physical out-processing record. The arresting agency can document arrest and transport. A Logan court can document the legal authority that allowed or required release. Those records describe different parts of the same event.

Leaving SWRJCF can mean release to the community after bond, dismissal, a court order, or completion of a jail term. It can also mean movement to a WVDCR prison, another regional facility, another county or sovereign, or an agency acting on a detainer. A detainer is a request by another authority to hold or transfer a person. For that reason, “left the facility” and “free from custody” are not equal claims. The facility movement code and later receiving-system record are the best way to distinguish the paths.

Confirm an SWRJCF Release

Start from the official WVDCR search hub, which keeps its jail and prison searches separate. Use the jail channel for a current SWRJCF detainee. Match the name with the facility, offender identifier, booking context, and county of charge. SWRJCF serves more than Logan County, so a Holden location does not prove that the case began in Logan. Record the date and time of the check because operational data can change.

If the person no longer appears, treat that absence as a prompt for more checks. Do not convert it into a release claim. The following order keeps each source tied to the fact it can establish:

1. Check the jail offender search from the WVDCR hub and preserve its exact status language.
2. Check the separate prison search for transfer into sentenced state custody.
3. Review VINE for custody status or a later arrival notice.
4. Inspect the Logan court case for bond, dismissal, commitment, or another controlling order.
5. Ask SWRJCF for the existing release or movement record within a narrow date range.

The Logan County released-inmate search path explains how the court, jail, and prison checks fit together. A current roster answers who appears in custody at the check time. A release transaction answers when and how WVDCR ended that custody event. A court order explains the legal basis, but it may not show the exact time facility staff finished out-processing.

SWRJCF Release Record Requests

When the online path remains unclear, ask for an existing record rather than asking staff to reconstruct a story. A focused request can seek the publicly releasable movement or release entry for a named person, the recorded date, the release or transfer category, and the legal authority. Include the offender number if known, the relevant booking range, and the facility name. A date of birth should be supplied only when the verified custodian needs it to separate same-name people.

WVDCR policies distinguish releasable fields from protected parts of an offender file. Medical material, protected identifiers, security information, victim data, juvenile records, and sealed or expunged material may be withheld. Ask for electronic copies and a fee estimate. West Virginia FOIA gives access to existing nonexempt public records, but it does not require the agency to answer legal questions or calculate a new release date. A request for the movement entry is more useful than “why was this person released?”

The published 304-239-3070 number is for non-contact visitation scheduling, not release verification. Use the main line and ask which unit routes a release-record or West Virginia FOIA request. No records-office hours or complete fee schedule were verified, so callers should ask about current submission methods, inspection arrangements, and costs.

Note: Request the record for one admission and a narrow time span so staff can identify the correct custody event.

Logan Regional Jail Identity

SWRJCF began receiving inmates on April 8, 1998. Its official facility page says it has three pods and serves Boone, Logan, McDowell, and Mingo Counties. A later annual-report summary lists Boone, Logan, and McDowell but omits Mingo. The current facility directory is the stronger source for the stated service area, while the difference is a reason to verify the committing county in every named-person search.

The mixed “regional jail and correctional facility” role is also important. A person may be held before trial, serve a jail term, wait for movement into the prison system, return on a parole matter, or be housed under another county’s authority. Search by identity and custody context. Do not infer case jurisdiction from the facility’s Logan County address.

Completion of the sentence or supervision obligation, not merely departure from one jail.

SWRJCF Parole Release Timing

A West Virginia Parole Board grant for someone at a regional jail is not an immediate exit order. The Board’s official parole guidance says a regional-jail inmate who is granted parole must first transfer to a WVDCR facility for intake and fingerprinting. It estimates seven to ten days before actual release. The decision date and physical departure date can therefore differ without either record being wrong.

Confirm the sequence with the Board decision, the later WVDCR movement or release notation, and the supervision record. Parole means conditional release while the sentence continues. It is not final discharge. A grant may also depend on an approved home plan or assigned tasks. If custody still appears after a grant, ask WVDCR about release processing rather than assuming the Board decision failed.

Note: The Board handles its decision record, while WVDCR handles time sheets, movement, intake, and the physical release entry.

ICE Holds After SWRJCF Release

An ICE detainer can change the meaning of release from SWRJCF. ICE describes a detainer as a request for notice before ordinary release and for up to 48 additional hours so immigration officers can assume custody. In that situation, WVDCR may end its own custody while the person moves directly to federal immigration custody rather than the community.

No official source reviewed established a standing ICE detention contract at SWRJCF. That claim should not be inferred from the general detainer process. When the WVDCR record mentions a detainer or another sovereign, check the ICE detainee locator and ask which agency received the person. A no-result is not conclusive because data coverage and movement timing can vary.

After a Logan Release

WVDCR publishes an SWRJCF resource guide with service listings for the facility area. It can help a released person or family identify possible local points of contact. Listings should be treated as leads. Program availability, eligibility, hours, and capacity can change, so each provider should be contacted directly before plans depend on it.

The official facility page does not publish a routine release time, public release counter, family waiting area, property-release process, transit plan, or weekend schedule. Visitation hours do not supply those facts. A bond order can start after normal clerk hours under court rules, but it does not guarantee an exit time. Ask SWRJCF about current pickup, property, and safe-waiting instructions for the specific release.

Match Logan Release Sources

The sound record chain is simple. The arresting office documents its own custody and transport. The Logan Magistrate or Circuit Court holds the order that supports bond, dismissal, sentencing, probation, or another disposition. WVDCR records the SWRJCF admission, movement, and physical exit. Prison OIS covers a later state commitment. VINE adds status notices, while the Parole Board and Parole Services cover separate decision and supervision facts.

Two records can seem inconsistent and both be correct. A jail entry can disappear because a prison entry began. VINE may wait until arrival at the receiving institution. A court can show a sentence while the facility is still processing movement. Describe the sequence and date each check. The actual release transaction is the best source for the physical departure from SWRJCF.
