Search a Federal Inmate Release

Start with the BOP Inmate Locator. It covers federal inmates from 1982 forward. Search by name or by a federal register, DCDC, FBI, or INS number. An official number is often the best way to separate people with similar names. Copy the result exactly and preserve the access date.

  1. Choose the number search when a verified federal identifier is available.
  2. Otherwise search the full name and narrow with the displayed age, race, or sex fields without republishing needless personal data.
  3. Read the custody wording and release date exactly as BOP displays them.
  4. Open the federal docket to confirm the sentence and later court actions.
  5. Check another custodian when the result says only that BOP custody ended.

A historical result may say “Released” with a date or “Not in BOP custody.” Those phrases establish BOP status only. They do not prove that all government custody ended, that supervision ended, or that the person returned to Logan County. BOP also warns that First Step Act recalculations may make some dates stale. A displayed future or past date should be checked against the current record.

Important: “Not in BOP custody” is agency-specific and can coexist with supervision or custody under another authority.

Federal Release Status Meanings

A BOP release date is not the same as final freedom from every legal restraint. A person may leave physical imprisonment and begin federal supervised release under the judgment. Supervised release is a court-ordered period after incarceration. It differs from West Virginia parole, which is conditional release within the state sentence system. Check the Federal Court Record

Use PACER for the federal docket and the Southern District of West Virginia for local federal court information. The judgment can identify the term of imprisonment and supervised release. Later orders may change sentence execution or supervision. Court filings answer the legal side of the case, while the BOP locator answers the agency’s custody label.

A docket entry does not necessarily record the exact hour a person left an institution. Likewise, a BOP date may not explain the court basis for a change. Read them together. If the person was prosecuted in another district, use that district’s docket rather than assuming the Southern District handled the matter because the person has a Logan County link.

PACER is an official federal court access system, but case access and document charges follow its current rules. Request a specific judgment or order. Do not infer missing information from a sealed filing or publish protected identifiers from a federal record.

State West Virginia FOIA does not compel BOP, USMS, or ICE to produce federal records. A federal request must go to the agency that maintains the record under its own access process. First name the event: BOP release, Marshals movement, immigration transfer, or court order. Then request the existing record that documents it.

USMS Custody in Logan Cases

The United States Marshals Service often handles a federal defendant before BOP designation or during transport. It has no public historical name locator comparable to the BOP search. A person may therefore leave a regional jail for Marshals custody without appearing as a released BOP inmate at that moment.

Use the federal docket and the identified holding facility to trace this stage. The USMS prisoner information explains the agency role, while its FOIA channel is a limited records fallback. No official source reviewed established a standing USMS contract at SWRJCF. Do not infer one from contracts involving other West Virginia facilities.

If a WVDCR movement record says “USMS” or federal transfer, describe the person as leaving state custody for federal authority. Do not call it community release. The later BOP entry, federal court record, or Marshals response can extend the chronology.


ICE Custody After State Release

An ICE detainer can cause a direct handoff when ordinary state release would otherwise occur. ICE describes a detainer as a request for pre-release notice and for up to 48 additional hours so it can assume custody. Thus, WVDCR can record release from SWRJCF while the person enters immigration custody instead of the community.

Search the ICE Online Detainee Locator System when a detainer or immigration transfer is documented. A no-result may reflect age, recent movement, data variants, removal, another custodian, or coverage limits. ICE release under conditions, removal, and interagency transfer are different events. Use the exact agency label.

No official source established a current ICE detention contract at SWRJCF. State only the documented detainer mechanism. For locator help, ICE lists its Detainee Reporting and Information Line at 1-888-351-4024, Monday through Friday except holidays, 8 a.m. to 8 p.m. Eastern.

Federal Versus WVDCR Release

Correct a Federal Release Result

Send an error to the agency that owns the field. BOP handles its locator and custody records. The sentencing court handles its judgment and docket. USMS handles its movement record. ICE handles its locator entry. WVDCR cannot correct a federal locator, and a county clerk cannot change a BOP release label.

Keep a screen capture, the exact wording, the access date, and the authoritative document that shows the mismatch. Ask for correction of one field. If two official records still differ, explain what each reports and the dates checked. A sentence order and an agency release entry can both be accurate while answering different questions.

Respect sealed and protected material. A missing public record can result from coverage, spelling, data timing, or a lawful restriction. It is not proof of release or proof that no federal case exists.


Confirm Logan Federal Releases

The strongest federal release statement identifies the person, the agency, the exact locator label, the date, and the related court case. It then states any separately verified supervision or custody transfer. This narrow method avoids turning a BOP status into a claim about every other authority.
